This targeting ring is called handsign. It rotates in a counter clockwise motion, and all color cons are covered.

The handsigns in the circle are the sign language letters for the colors they represent, so the hands spell out the actual color cons. For example, the pictures featured here spell out Red and White respectivly. All are single words except for light blue cons, which is represented as L Blue.
