this is the second version of the solid target ring modification.

the idea was to create a target ring that was without the pulsing
animation of the default version, and to get rid of the faded edges of
the first version.

- targetBox.tga
- targetring.tga

NOTE: the targetbox.tga file is not necessary in order to get the
target ring working, it is a modification of the targetwindow texture
for displaying con colors.
