Where to find programs to create UI's ?

Hello there.

Maybe im blind, but i surfed around abit and i cant find out where i go to download a program so i can start make my own UI's modification.

If you know any good programs (prefer they free) please help me out where to get em.

You mean there are programs to do this? Ack! And I am trying to do it the hard way (notepad for the XML, GIMP2 for the TGAs)!?!?
