Help Making a Target Ring

ok i have read the instructions for TargetIndicator in the UI folder many many many times,my question is how can i add words to it? All i would like it to say is Alarian Empire heh seems like it'd be so basic yet i cant figure it out,anyone mind helping me out?

Use a graphics program like Photoshop, Paintshop, or Gimp and add the wording to the TGA files.
