Minor change to SIDL.xml

Sorry there wasn't more warning. Today's patch includes a minor change to SIDL.xml that was made for some UIs that are only used for internal dev tools. It slipped under my radar until this morning, but I wanted to make sure you guys were aware.

Hopefully there arent many of us that alters the SIDL, I know I dont, whew!

Any news regarding the TargetWindow & LootWnd not parsing the correct sizing from XML to INI at all?
