Regarding in-game side effects resulting from the use of the EQIM, EverQuest lead designer Rich Waters has this to say:
Being logged into EQ Instant Messenger does not count towards any resurrection timers, corpse timers, and the like. It connects you to the chat server, but isn't connecting you to the game world in any way that would affect your character at all.

The use of EQIM is subject to the terms of the EQIM End User License and Registration Agreement. However, the service and software are provided to you FREE OF CHARGE.

We appreciate your interest in EQ:IM, however that program is no longer supported by Sony Online Entertainment. We apologize, but we can not assist you with the use, maintenance, or upkeep of this product.

There is a no link to it on their page, but the EQIM page still exists, I just had to do some searching:

do i not have the latest version or are the progression servers just not listed/updated

EQIM is dead
 
This program hasnt been updated in a few years. Even if you can log in, most servers do not function. The progression servers (among others) are missing, and all servers are listed pre-merge. There used to be a plugin for Trillian that was working after EQIM stopped, but I've since lost that program so i can't verify it works either. Sorry!

EQIM was broken when they went to using the Universat Chat Server (or whatever it's called) for channels. Which of course, causes them to go down much more often, and requiring you to log/zone alot more to get them back up :(

EQIM and the orginal channels worked off of some sort of private IRC server iirc, which is how the trillian plugin was able to work.

Yeah it's been defunct since the Universal Chat Service was put in place BUT once they release the new Launch Pad they're supposed to be putting together a new EQIM.

More than likely you will be notified via patch message on the launch pad when (and if) it comes out.

Yeah, the LaunchPad is still only on Test, it hasn't come to live yet.

Mostly because the majority of EQ players don't tend to like it. I think the only reason most people know about launchpad is because they mentioned 1 time, after they ruined the chat channels and killed EQIM by changing to the UCS, that they were planning on intergrating an equivolent into the launchpad. The funny thing is that this feature still doesn't even exist on the launchpad on test and it's been what almost 2 years now? I wouldn't expect it to come anytime soon or ever really.
