I decided to mess around with this and see if I could get it updated. I got everything working except for the two bag areas and clickies. When you load this UI, you will get an XML compatibility error but that's coming from the Window Selector up in the top left corner. As far as I know everything still works as it should.

If anybody else wants to give this a try and add more features/get everything working properly, go right ahead...I did as best as I could do.

To install, download and unzip to uiskins directory. Locate the UI_Sloewr_prexus.ini file, change the name to your nickname and server name and copy/paste into main EQ directory. Run EQ and go to options/load skin, and load it...

OR just unzip it to uiskins folder and be sure the directory is named OldSchool_Grey1 (should do it itself) and then rename the UI_Sloewr_prexus.ini file to your info, copy/paste into main eq directory and then load the game. If you do it this way then the UI should load automatically.
