The reasoning is, because the maximum number of slots of bags have increased and the number of bank slots have increased, it causes other things (items on cursor, other open bags, display item windows) to not render, when you have to many things open. Things being big bank window, search window, a couple of display items tabs up or just too many bags open (Combination there of).
