You can re-use windows, just cant make new ones show.. at least that I am aware of.

As for a program, there was one being created but I dont think he got too far (http://www.eqinterface.com/forums/s...nterface+editor)

There was SidlWidl at one time, you might be able to use that.

It does not handle the new references well, such as it errors out from
