This window has the old formatting where the location and sizes are assigned for each piece.
There is no way of re-sizing it in-game to be horizonal, or otherwise, without editing the locations in the the XML.

This one has been designed to be only vertical that includes all 12 gems.
If you do not have the AA for Spellgem 9-12, then it will just be blank.

If you want to ensure all 12 gems show, you could be creative and create custom spellgems for 9-12 that will only display the background placeholder of the gem.
