You need to put the:
<Include>EQUI-Lan.xml</Include>
line in there, so that it looks like this (using mine as example):
<XML ID = "EQInterfaceDefinitionLanguage">
<Composite>
<Include>../default/EQUI.xml</Include>
<Include>EQUI_Cairenn.xml</Include>
</Composite>
<Schema xmlns = "EverQuestData" xmlns:dt = "EverQuestDataTypes"/>
</XML>
