They changed the default on it from Transparent to Non-Transparent, and they changed the default size and location of it.
As for what it does, from the top of the file itself:

Unlike EQUI_ConfirmationDialog.xml, this window is large, scrollable, and resizable. It is meant more for longer text notices, tutorial messages, etc. rather than quick, one- or two-liner Yes/No questions.
