yeah umm.... the problem isn't your Vert skin. It's your spellbook. See, you're using a custom spellbook with a special animation which your UI can't find. If you want the skin to work as it was intended, grab the original spellbook file from the Vert UI and put it in your UI folder.

Otherwise, find whoever made that spellbook and ask how to fix it. It's probably just something they added to the EQUI_animations.xml file for the eyes or something, and since you replaced the Animations file, it dumped the blinking eyes animation.

Edit: I just took a look at Thangor's dragon spellbook. I believe that's where you got the book from. It seems you somehow killed the animation in that file. Try re-downloading the spellbook you got and se f that doesn't fix it.
