Never mind, I figured it out.. For what ever reason SOE had, it seems for most old target and assist rings, the tga images will need to be flipped vertically in order for them to work properly/show up.. This worked on the Boro target/assist ring so it may work on others..

Played with it a bit more adding the folder for target rings. Also edited the UI to point there, now I get a white ring around any target regardless of con.
What'd I break now?

blank TGA's
Downloaded and found the TGA's to be blank under Paint.NET. Anyone else encounter this?

Working a bit
I was able to re-adjust the pictures so the con seems to work, however the rotation or animation is eluding at this time. Hopefully it will be posted soon under Targeting rings for those that want it.

The 6/13/2006 patch broke rotation more (as well as flipping the images). I think people generally are using animated files instead of the rotation code.
