Default Choosing the item

I'm a newb I know, but how do you tell the UI to use one part of an image over another. like those .tga files verant uses that have ALL the gem files on them, how do you tell the UI to only use the gem for frost spiral, etc?

You define what part is needed. Take a look at the EQUI_Animations.xml. You'll see it gives a location, width and height. That tells the UI where the top right pixel is, and then how far over and down to take the rectangle to cut it out.

Default correction

Correction to filex,
The location is to the upper left, not right (I'm sure it was just a typo )
