From what I can gather from reading Page 7 is that rapidshare link was first provided when the entry on eqinterface.com was missing. And when the rapidshare link was omitted, someone pointed it out, presumably asking for it again.
So it has nothing to do with whatever issues you have with rapidshare.
And, more importantly, it IS hosted on eqinterface.com.
I don't think I can explain it any more clearly.
