Default New Mail and Parcel Icons

Does anyone know if the New Mail and Parcel icons can be moved into a window other than the player window and have them function properly? I've tried moving them into my Target Window because of space issues and they show up fine, but they always show up; i.e. I have no mail and the mail icon is visible all the time. To relocate them I simply copied the entries in the default player window, pasted them into my custom Target window, then just repositioned them into the right location in the new window. I've been away from the game for nearly a year, thus the reason for rebuilding my UI, so it's very possible I'm missing something simple but wanted to see if anyone else had experience trying to do this.

They are considered buttons so, when moved to another window all buttons i know of never work unless inside the window they are intended to function inside of.
