Default UI Layering

Is there a way to make one element always remain on the top over another? I am trying to use Graphite. The Selector window fits on the bottom of the screen. There is a hole in it for the compass to show through.

Here is what I want:
I also want the tribute window (Shrink to only show the Activate buttoms) to always remain on top. I have also reduced the size of the Potion belt and want it to always be on top.

No you can not do this unless you can click through it somehow everything in eq is square even if you do not see it. The last window you clicked on will always go to the top and if you can't click on the bottom ones well then you can't use them unless you move them from under it.

you can layer things but usually anything below the top layer you don't want to need to be clicked, just viewable,that's why the compass works cause it just needs to be seen not actuated. Color changing gauges are also a product of layering. what you could do to accomplish what you want is a sort of tabbed approach. set your windows so that part of each one is viewable even when under, then click that part when you want to bring it forward.
