Default Can EQ XML Reference INI?

I currently have a working bank overlay consisting of two different XML files that are included together, including my shared pathing option. However, I would ideally like to convert the second XML file into an INI file to give the end user an easier time updating the file.

Basically, I would like to have an INI file with bag names:
Bag 1 = Weapons
Bag 2 = Tradeskills
etc.

The XML would do the work of inserting it into the correct label functions. Has anyone played with this already?

I will be uploading what I have working so far shortly.
