logout, delete everything in the note file and log in. make sure you have a data backup of everything in there and then paste just the data without any tags in.
If you are using a custom notepad XML file, delete that also.

Those are unrecognized hard returns. Did you change the format of the txt file? IE go to or from UTF-8?

Should I try setting it back to UTF-8?

My guess is that you opened it in another editor that then saved it with unix style returns. Windows returns are 2 characters, Unix are 1 character. Notepad does not understand Unix returns and so you get a single line of text with those box characters.
To fix this, I would advise either downloading a texteditor that understands both types of returns (textpad, editplus, ultraedit, any not made by microsoft, ad nauseum), download a unix2dos program and run the file through there, or use the other program that you originally saved it out of to put the proper returns back in. You might need to check in the options of that program to make sure that it is saving as windows style returns if you want to use notepad to edit it after that.

It was opened and saved in just basic notepad...I then opened it again and it looked like that. I just clicked save, didn't rename it or anything.

Don't know if it will help, but try downloading XML Notepad 2007 , might help, might not.
