Hi, just my 2 cents after looking at the EQUI_BuffWindow.xml file:
I noticed that the buff slots start at 0 and run thru 19 totaling 20 slots in all.
I also noticed that each slot is offset by one number in value:

So, you could add (or I could try and then upload the new xml file, a 21st buff slot. There are 2 seperate areas that refer to the label and screen id, the 1st being the area of the buff slot, and the 2nd being the text seen on the screen. Then there is the section that defines the "pieces" of the Button/Lable/Num.
Finally, the overall size of the buff window would need to be increased to show the 21st slot:
