quick fix
Rename the files:
EQUI_Animations.xml
to
1EQUI_Animations.xml
and the file
window_pieces01.tga
to
1window_pieces01.tga
This will not load the two files. Animations is breaking the UI. This is built off Haliken's Old_Default. Until Haliken fixes his Old_Default this wont be fixed.. so I figured out a way to make it work.
When renameing Animations, it changes the boarders around the windows so renaming the window_pieces01.tga fixed that issue. You may experience some graffic difference in hot button or inventory slots .. something like that but it works

I haven't played in about 3 years, I still remembered the named of your UI and was totally pleased to see it works still to this date. YOUR THE MAN WIZNUT.
