When unziping, make sure you have the "Use folder names" box checked. The tga files are supposed to go in a arget subdirectory, while the ini file goes into your UI file directory. (i.e. ini file in c:EverQuestuifilesmyui, and tga files in c:EverQuestuifilesmyui arget).
