Odi's Target Window - Version 2.1

Inspired by the Advanced Windows series, the following target window was created to take up minimal space by reducing the font size, and displaying hitpoint percentages next to the target's name, rather than next to the health bar.

* Version 2.0 - The visual con indicator, introduced in the 11/05/03 patch, has been added to the target box.

* Version 2.1 - Removed title bar to vertically reduce the size of the target window. Window can now be moved using its borders. Version 2.0 is included for those who still wish to use the title bar.
