As requested, I tried to move the target and target's target to the top. You will have to do some moving around of the window to get it positioned for the names to be in the right spot for your layout.

I modified Desideratus's "New World Target Window" to be up to date but got rid of the Vchat feature.
The tar1 TGA file is needed for the mob con icon to display.
The EQUI_Templates file is included in case you haven't already updated yours from the default file.
