This target indicator is currently static and is that same as the orginal that I first posted. However, this one had some corrections done to the ring alignment and detail of the ring.
The ring is defined by its five rings from the inner most ring to the outer most ring. (example: inner most ring is layer 1 and outer most ring is layer 5)
Ring Layer 1: Rotates Counter Clockwise
Ring Layer 2: Rotates Counter Clockwise
Ring Layer 3: Fades in and out
Ring Layer 4: Rotates Clockwise
Ring Layer 5: Static
