3-13 patch changes??

Does anyone have a list of the changes for this patch?
i get an error i cant figure out ...

[Wed Mar 13 19:11:58 2013] Couldn't open or read UIFiles\Default\EQUI_VoiceNoticeWnd.xml
[Wed Mar 13 19:11:58 2013] Error reading XML.
[Wed Mar 13 19:11:58 2013] Error loading skin: loading default skin instead.

im assuming sars is trying to load that and it doesnt exist anymore?

Sorry im not sure but if you figure it out please post the fix.

Remove the following line from the EQUI.XML file located in the SARS directory:

<Include> EQUI_VoiceNoticeWnd.xml</Include>

Save EQUI.XML and log in.
