They added another line to the EQUI.xml file this afternoon:

Find:

<Include>EQUI_CombatAbilityWnd.xml</Include>

Immediately after that line, ADD:

<Include>EQUI_CombatSkillsSelectWindow.xml</Include>




That's why the "S" button isn't working for some, you need this line added to your custom EQUI.xml file. Sorry about that folks, was out all day, just got back and getting caught back up again now ...
