Hotbars wont stay "Locked"

This happens from time to time after a patch. I use Drakahs Krome UI.
I always do a fresh install when he updates his ui. I only have this problem with hotbar bank number 4 and 5. All my other windows and hotbars I can Lock in place. Everytime I lock hotbars 4 &5 after I zone the become unlocked. How do i fix this ?

This is not an issue with any custom UI - this is a bug Darkpaw created in the default. See Here for details.
