3D Target Ring - Max Melee Range

Howdy all. Been a loooong time since I visited these forums. Question(s)!

Is the maximum distance from which one can melee an NPC scales with the size of its target ring? If so, does anyone know of a target ring that has a "Max Melee" boundary ring on it?
