Stuttering graphics with new UI

I'm getting some severely stuttering graphics with the new UI. It can get so bad that I'm practically crawling. I have a GeForce4 Ti4200, Athlon XP1800+, and 512mb of RAM. It's not video lag :). Neither is it connection lag, because that is staying around 200. Any ideas?
