Are you trying to use the Loadskin window? Don't bother with it if you are. Just use /loadskin <skinname> 1

Also make sure you do have the newUI turned on.

From your post, it looks as if you are not putting your skin in the right place. Inside the 'uifiles' folder, make a new folder ('Canopy' for instance). Then unzip the UI you downloaded into that new folder. Then when you enter Everquest, type /loadskin Canopy 1 or replace 'Canopy' with whatever you want to call the new folder.
