move you curser over the buff window towards the edge untill a dash comes up with arrows pointing left and right, left-click and hold and drag the edge out until the icons show up. you might have to try both sides of the window. Make sure you window is not locked so it can be resized/moved. if you right click the title bar and make sure there isn't an astrisk by lock in the drop down menu.
