Not using the trilogy, my files have always been under ../Program Files/EverQuest/blah blah files
Okay, so, now you are actually (sort of) able to load custom UIs, but you are getting dumped to desktop? Check your UIErrors.txt log file in the *main* EQ directory. That will tell you what the problem is and which file it is in. If you aren't sure, post the log file.
