while I can't figure out how to disable it entirely this is a bit better
- run patcher screen untill "play" button is pressable, leave patcher alone
- download, extract, copy the .bmp file into your \Everquest\resources folder overwriting the SOE splash
- if you downloaded the cat zoning splash, remove the 3 from the name of the .bmp
- close folders
- press "play" on the patcher and enjoy
