The buff window has supported 25 spots since the last time SOE changed it. They just waited until SoF before making the 24th and 25th available.

UIs that have hardcoded spots to display buffs will likely need some tweaking to accomodate the change from 23 to 25, but resizable buff windows shouldn't have any trouble.
