It would be ''possible'' but a lot of work (EQ2MAP was a lot of work, far more than ''EQ1MAP'' would be =P). You'd need a website that handles POI submissions and an interface to draw the line-based map for a zone in a way that can be viewed in a browser, and an updater program so people could automatically download the POI layers into their maps folder and stay up to date with the POIs listed at the website.

But no, currently there is no EQ1 equivalent to EQ2MAP.
