I verified that it won't change colors on a con and it was still located within the target window!
I agree that for the default UI it looks better, but for my interface and I'm sure other's interfaces, it looks awful. I have editted the targetbox.tga file and think I have come up with a solution to my problem. Here is a picture of how I fixed this:
