I would actually have to blame Mag, because they wouldn't push off a sh*tty monitor on you with 1 year warrenty in store if it wasn't a crappy monitor... reguardless of the deal Circuit City or Best Buy has...
Just shovel out some cash and buy a reputable monitor, because you'll thank yourself instead of shooting yourself in the crapper for a good monitor that will last over 3-4 years.
