check your placement for the TileLayoutBox

<AnchorToTop>true</AnchorToTop>
<TopAnchorOffset>0</TopAnchorOffset>

you can change the offset to 3, to give you a nice little gap to grab it by, i like giving it a 3 pixel gap all around on the windows i remove the title on.
