Today in Time I saw the same weird ring floating around on the walls as Jentraal posted above though on that computer. His images are exactly what I saw. It moves around a lot when you move, I suspect I just was in a right position to see it behind the world.

And I got a screenshot of it today. The character usually has to be behind me for me to see it ahead of me.
My shrunken horse and I are pushing up against a wall to see beyond and into the sky, that's where the targeting halo appears. That computer is running at 800x600, so yes it's small
... but it changes color with the target, it's definitely the targeting ring out in space.
When the player behind me was walking closer to me, the target halo moved SW on my screen until it fell off altogether when he was close.
