I got the same problem on my EQ and this is how I fix it.
You dont need any XML knowledge for this.
All you need to do is download the buffsmall UI(same author).

Open EQUI_Animations.xml(I use Notepad to edit) from buffsmall and buffmini.

Find " " in buffmini,delete all the sentences below of it until "".

Find "" in buffmini,delete all the sentences below of it until "".

Then copy those same 2 paragraphs in buffsmall to biffmini,problem solved.

BTW,I only have a little idea about HTML/XML and I dont know what caused this problem,I just know how to fix it hehe.

Find "<!-- Spell Gem's -->" in buffmini,delete all the sentences below of it until "<!-- Seperator -->". Then copy those same 2 paragraphs in buffsmall to biffmini,problem solved. BTW,I only have a little idea about HTML/XML and I dont know what caused this problem,I just know how to fix it hehe.
