Default Random UNZIP UI problems

From the emails I get from people downloading my UIs ive noticed a very weird thing happening.

Some people will unzip the files directly into their UI folders and it will work perfectly.

Some people will have to unzip the files on a folder ON THEIR DESKTOP and THEN moove the files in their UI folder for it to work.

One question : WHY ?

How is it that random user_01 can extract the file in his everquest\uifiles\customfolder and be able to use it with no problem, and random_user_02 will have an error message when he tries to /loadskin 1 from eq (error loading skin, attempting to load /default) if the files dont transit through desktop first ?

First I thought that they were doing something wrong, but ive taken this step by step with some of them, and they do everything correctly, it just doesnt work for them, and yet it does for everyone else

Anyone has an answer to this for me it would make my user support job MUCH easier.
