Exclamation Having Technical Frustrations...

When I'm online and my mouse arrow lands somewhere on a window and stops, whatever the arrow is sitting on gets identified by a tiny blue ribbon with an explanation. For Example: my inventory window is open and the arrow stops on my backpack. The tiny annoying blue ribbon says "Backpack".

My humble question is this... Can I get rid of that nasty annoying blue ribbon ? ? ?

What you're talking about is a feature called "Tooltips"...

It's a feature Windows uses pretty heavily, itself, generating a small amount of information for you by floating your cursor over some (a file, an icon, etc.). Same premise in EverQuest...Tooltips within the game usually show the nametag of an item. To the best of my knowledge, there is no way to disable the Tooltips, but I may well be wrong...however, it isn't something that's defined in any of the *.ini or *.xml windows.

As far as I know, no, you cannot "get rid of it".
