Black Bar Across Bottom of Screen?

Can anyone tell me why this is caused or how to remove it .. apologies I know someone asked this before ... but I could not find that original post.

I notice some chat windows are cannot be moved... is this due to anchor points being set to false .. sorry folks have no clue but I am tryin to learn.

Skins that I see the black bar with are Sars4 and Delta3.

The example shot shows where the chat window would sit default.
