I dont think this works anymore, game crashed when I tried it.

Was going to start working on a from scratch UI .

Created new folder
Created the below EQUI.xml in the folder and put a copied over EQUI_HotButtonWnd.XML from default.

I made Nemesis fairly patch proof by completely rebuilding the graphics and code to not rely on equi or animations files. The base graphics changes alone provide the overall look. From there I modified all needed windows to adhere to the desired look. At one point it went 3 expansions with no major patch issues reported.

Not every UI can do that esthetically but it's a good start.
