Anyone know of any good tool to edit or create Story Window Text files?

I looking between Word or to simple Notepad. I am looking for a tool that design for that Story Window purpose.

I know adding <Br> is hard return. Also, some <0fsferfd> code is some type of color code. I looking for a tool that will add <BR> when I hit return and/or allow me to highlight and colorize text.

What type of text format is the STory_Name?
Rich Text Format, Some type of weak version of HTML or XML.

I am thinking Story Format is great way to put online guild documents, class guides, guild roster similar to tradeskill items location, new spell research.
