Default .xml files in a text editor?

Hello, I would like to ask how I can bring up an .xml file into a text editor so I can use my custom cursor. I use windows XP if that helps, would just like a set of directions/walkthrough on how to do this. Thanks

I've even used word a few times when I wanted to clean up the code a bit or needed to put in tabs and returns to "format" it the way I like them to look. Just a matter of making sure you save it properly.
